FDBL Information

The season will consist of 8 Regular Season games and 2 Playoff games. First week of games starting on March 28, 2010 and ending with the championship game. Total of 11 weeks of play(including Mar 21st draft day). Trade deadline will be after the 4th game of the regular season.

FDBL Management reserves the right to change any rules, schedules, procedures in order to provide a safe and competitive environment for all of its players.

RULES

Game Rules

High-School rules apply except for special league rules

1. A player can only play on one team.

2. Teams can designate up to 2 spokespersons to act as their representatives in addressing officials. One of the spokespersons can be a non-playing personnel. These spokespersons must be noted in the scorebook. Only the designated team captains/spokespersons may speak to the officials when anything is in question. Players who address officials that are not team captains/spokespersons may without warning be given technical fouls.

3. A team may have a maximum of 8 eligible players on the roster.

4. A team can start with 4 players and end the game with at least 2 players.

5. Game time is forfeit time. If a team does not have 4 players on the court at game time, the game will end in a 3-1 forfeit and count as a win for the opponent.

6. Game time is 2 x 20-minute halves. The clock is a running clock except during timeouts and the last minute of the first half on whistles and during the last 2 minutes of the second half.

7. A total of 3 full 1minute timeouts will be granted for the entire game per team during regulation. 1 Full timeout will be granted additionally if overtime play is necessary. A 5-minute timeout is issued for halftime.

8. A 3-minute overtime will be played for every overtime session necessary.

9. A player is allowed a maximum of 5 fouls per game before being disqualified for the remainder of the game. Technical fouls also count as personal fouls. A technical foul given to the team bench will be counted against the captain on the team.

10. On free throws, players can move on the release of the ball from the shooters hands, although the shooter must wait until ball reaches the rim.

11. Free throws will be shot in a 1-1 bonus situation on the 7th team foul and a 2-2 double bonus situation on the 10th team foul. All technical fouls will result in 2 free throws and point of interruption. Free throws are not awarded for player control fouls.

12. The official may call a technical foul for unsportsmanlike conduct. Any player who receives an unsportsmanlike foul may also be ejected from the game. If a player receives two technical fouls and/or is rejected from a game the player will be accessed a one game suspension. League holds the right to extend the punishment if the situation so dictates.

Unsportsmanlike Conduct :

  • To be unsportsmanlike is to act in a manner unbecoming to the image of FDBL basketball. It consists of acts of violence, deceit, disrespect of officials and using profanity towards an individual. The penalty for such actions is a technical foul and ejection from the game. Repeated acts shall result in expulsion from FDBL.
  • Any player or team members guilty of intentional physical contact with an official shall automatically be suspended. Period of longer suspension will result if circumstances so dictate.
  • Violent acts of any nature on the court will not be tolerated. Players involved in altercations will be ejected. Striking at a/an player, official, or any other participant or spectator automatically results in an ejection from the remainder of the game and future games as well.
  • Officials have been instructed to eject a player who throws a punch, whether or not it connects, or an elbow, which makes contact above shoulder level. If elbow contact is shoulder level or below, it shall be left to the discretion of the official as to whether the player is ejected. Even if a punch or an elbow goes undetected by the officials during the game, but is detected during a review of videotape, that player will be penalized.
  • There is absolutely no justification for fighting in a FDBL game. The fact that you may feel provoked by another player is not an acceptable excuse. If a player takes it upon himself to retaliate, he can expect to be subject to appropriate penalties.
  • If any further misconduct the player will be expelled from the league with no refund.

13. TAUNTING -If a player blatantly taunts an opponent, a technical foul shall be assessed.

14. Striking, kicking, throwing, destroying or vandalizing any objects or articles in the gym can also result in an ejection or suspension. (Safety of players and spectators is something that is taken very seriously by the league)

15. A player(s), or any other participants that have been ejected must leave the property immediately and will not be allowed to return onto the property unless otherwise advised by the league.

16. Players on each team must wear jerseys/game shirts that are given by the league. If a player does not have the authorized jerseys/game shirt, the player will not be eligible to play. The league does have the right to invoke special privileges should they deem necessary.

17. Scorekeepers should only be interrupted during a dead ball and must be reported to before substitutions are made. If the scorekeepers are constantly interrupted during game play, they will notify the referees, who will issue 1 warning and then technical fouls will be assessed for every infraction.

18. Only the players, the coach, and the assigned team scorekeeper may be seated in the bench area. All others must be seated in the stands or away from the bench. This is not negotiable and will be strictly enforced.

Special Stats Rules

-Three players are to be appointed by the Captain to take stats at their teams alotted times. In failure to providing players on time can result in the captain being suspended for a game.

PLAYOFF RULES

Following the FDBL regular season, the top three teams in each conference qualify for the playoffs and are seeded. The team that has the best record in each conference is declared regular season conference champion.

In the event that two teams end up tied with the same conference record, the following tiebreakers are employed:

  • Head-to-head
  • Division record
  • Net points, all games

Conference Semifinals consists of matchups between the 2nd and 3rd seed of each conference respectively, while the conference #1 seed will have a first round bye. The winners of the Semifinals advance to the second round, or Conference Finals. They will play the #1 seed in their respective conference. The winners of this game advance to the FDBL Finals, the winner of which is declared the FDBL champion.

FDBL Draft Rules

FDBL Management reserves the right to change any rules, schedules, procedures in order to provide a safe and competitive environment for all of its players.

The FDBL Draft is the annual event in which players are selected to make up the teams of the league for the upcoming season. All players who are of desi descent, who have completed their registration process and have earned one of the 64 spots are eligible for the draft.

The draft consists of seven rounds.

The championship team from the previous year has the option to stay intact if they wish to do so, as long as their captain remains the same from the previous year.

  1. If a player from the championship team opts to enter the draft, the team will be awarded the last pick of the round in which the opted out player was originally drafted in.

  2. If the captain opts out of the team, then at least four players need to remain on the team from the previous year for the team to stay intact; then only can the team continue competing under the same name and structure.
    • In the event four players do not choose to remain, the previous year team will no longer exist and all privileges awarded to that team will be surrendered.

  3. If the captain opts out, then the remaining four who agree to stay intact have to vote and select a captain from amongst themselves. The team will be awarded the last pick of the fourth round in compensation for the captain.

  4. In the event that the captain opts out and a player who was selected previously in the fourth round also opts out, then the remaining draft pick order for the team will be subsequently moved down a round to compensate for the pick awarded for the captain.

  5. If the championship team from the previous year chooses to remain intact, they have to notify the league 2 weeks in advance before the upcoming draft for the new season.

The draft order for the remaining seven teams will be picked in a lottery style selection by the FDBL management board.

The FDBL management board has the authority to select the captains from any player who have shown interest in holding the respective position.
